According to the text of the agreement, the decree approves the agreement signed in Kuwait on June 11, 2023. The aim of the cooperation is to strengthen defense relations. The text states that it is to establish a framework for cooperation in military training, education and armed forces in accordance with the laws and regulations of the two countries and their international obligations. The mutual agreement covers military training and education, logistical cooperation, exchange of military personnel, while technical experts, scientific and technical cooperation, military intelligence and other areas are covered.
It was also written that the two countries will prepare annual plans for the implementation of the agreement through executive protocols and programs. The agreement also provides for increasing cooperation through the exchange of official visits at various levels.
According to the text of the agreement, a joint military committee will be established to coordinate and monitor the implementation of the agreement. The committee appointed by the defense ministers of the two countries will meet once a year. It includes provisions on the protection of confidential information exchanged between the two parties. It states that classified documents, information and materials cannot be shared with any third party without the written permission of the other party. Both countries also undertake to maintain the confidentiality of the information exchanged. This obligation continues even after the termination of the agreement. Under the financial arrangements, the agreement is based on the principle of mutual cooperation. According to the agreement, the host country will bear the expenses of internal official travel, accommodation and emergency medical treatment of delegations on official visits. The provisions of the agreement will not affect the rights or obligations of either country under other international agreements or treaties. Any dispute arising from the interpretation or implementation of the agreement will be resolved amicably through consultations between the two parties. The dispute will not be referred to a third party or a national or international court.
